The 23d annual report of the Board of School Commissioners discloses some gratifying results. During the last year the means of instruction have been considerably increased. The importance of Normal Schools, in producing well-trained Teachers, is dwelt upon with emphasis. Various improvements are suggested in the school buildings. The reduction in the cost of these schools is strikingly illustrated by comparison.
The cost of each pupil per annum (averaged for the High, Grammar and Primary Schools) in Baltimore is at present $6.05; in Philadelphia the average cost per pupil is $7.70.
"The cost of each pupil in the Male High School, per annum, is $29.63 in Baltimore; $40.68 in Philadelphia; and $69.91 in New York. The average cost per pupil in the Grammar Schools of Baltimore is $4.43 per annum; in Philadelphia $7.11; in New York, $6.86; and in Boston, $10.94 per annum."
The number of pupils who received instruction in the Baltimore Schools the past year was 12,387- of which, 2,938 were free pupils.
The amount of money required, for the current year, for all purposes, will be about $64,000. The amount received since 1825 is stated at $1,297,918.
This is the true way to build up a State. Baltimore is not only keeping up emulation in internal improvements for commerce and trade, but for the Intellect and the heart. She is a noble city.
