What is this article about?
Correspondence from Washington to the N.Y. Journal of Commerce discusses an upcoming attempt to impose duties on tea and coffee as part of taxing free articles, its estimated yield, political unpopularity leading to past election losses, Whig opposition to force tariff changes, but predicts no success and adherence to the 1846 Tariff and Sub-Treasury system, with no revenue increases this session.

Correspondence of the N. Y. Journal of Commerce.
Washington, Tuesday, Jan 26.
There is to be another attempt to bring forward the project of the duty on Tea and Coffee. It will be in the shape of a duty on all free articles. The Tea and Coffee duty will, it is estimated, yield over two million nine hundred thousand dollars.
Some of those members who voted for the Tea and Coffee tax in 1841, lost their election by it.— Mr. Dawson was defeated as Whig candidate for Governor, in Georgia, on that account.
In the North Western States, the tax is so unpopular, that it will be an act of self sacrifice in any member to favor it. There is a strong Whig vote against the duty on Tea and Coffee, founded upon another motive—a desire to force the administration and the Democratic members to abandon the Tariff of 1846—and return to the system of high duties, though preserving, for the present, the ad valorem principle.
The latter project will not succeed. Neither the administration nor its anti-protection friends give it the slightest countenance. The rate of duties on dutiable articles will not be disturbed. On the other hand, the considerations against the duties on Tea and Coffee are too strong.
As to the supposition that Mr Walker, or the Committee on ways and Means, will recommend any essential relaxation of the Sub-Treasury, it is utterly unfounded—as was officially stated, the other day, by Mr. Speight. The President and the Secretary will adhere to that system.
We can, therefore, now see where we are, as well as we can five weeks hence, when the session will terminate. No measure for the increase of the Revenue will be adopted at this session.

Main Argument
attempts to impose duties on tea and coffee will fail due to unpopularity and opposition; the administration will stick to the 1846 tariff and sub-treasury system, with no revenue-increasing measures adopted this session.
