We learn that several regiments are now on their way from Pennsylvania to reinforce Gen. Rosecrans' force now at Romney. General Reynolds is to take the command of a forward movement from that point, at once; we may therefore look for a concerted movement between his command and Gen. Banks' division.

Gen. Rosecrans can now clear the valley, and sweep everything before him to Winchester, but must have force in order to hold his ground. This these reinforcements will enable him to do, and as we hope, to successfully attack Winchester itself. General Kelly is to take the command of the railroads in Western Virginia. The Baltimore and Ohio road is now open to Hancock, within 51 miles of Fredericktown, on the other side of the break. Trains will be run from this date, and a regular stage line established to connect between Hancock and Fredericktown.
