The resolutions instructing our Senators and requesting our Representatives to vote for the admission of Kansas with the Lecompton Constitution, passed the Senate on the 16th inst., by the following vote:
Ayes--Anderson, Baker, Berry, Burch, Coulter, Dickinson, Ferguson of Sierra, Carter, Gregory, Hamm, Holden, Johnson of El Dorado, Ketchum, Lewis, Merritt, Meloney, Pacheco, Rogers, Taliaferro, Thom--20.
Noes--Allen, Burton, Bell, Carpenter, Chase, Ferguson of Sacramento, Goodwin, Grant, Griffith, Hart, Johnson of Sacramento, Mesick, Phelps, Soule, Sullivan--15.
We presume Senator Broderick and Representative McKibben will look upon these resolutions as but the opinions of the members individually. To permit them to shape their action on the Kansas question different from that which they have heretofore taken, would subject them to the contempt of all men. We doubt if a single member who voted for the resolutions thought for a moment that they would exert any influence over the action of either Broderick or McKibben. That a majority of the people of this State are opposed to these instructions, we entertain but little doubt. Indeed, some of the Senators who spoke and voted in their favor, do not appear to doubt that they spoke and voted in favor of that which was not approved by the people. Mr. Merritt in his speech of the 16th, said:
'They [Senators on the side opposite] dealt in glittering generalities, and think that they can capture a portion of the Democracy by such speeches as these. But he (the speaker) believed the people would come round right in the end.'
Now, we submit, if the people have to 'come round' to the gentleman's position, the only fair inference is that they are not with him now. Hence he, a representative of the people, places himself in the position of one assuming to instruct Senators and Representatives in Congress to do that to which the people are opposed.
