Most, if not all the European powers, are solicitous for the return, or re-establishment of the Bourbon dynasty, and would probably wage war without hesitation or delay, could the attainment of that end, by any means, and at any cost, be even partially held out to them. Those who achieved the Revolution of July, are known to be in ill order with the Legitimates, not merely in the North of Europe, but in England. It would be impossible to question the fact—time, and no very long time, will have revealed to us some stirring chapters in that book which Heaven is said to shut in mercy on mankind.

France and England are fitting out ships of war believed destined for the Baltic, Mediterranean, and Scheldt. This encourages hopes in Poland for deliverance from Russia and in Greece from Turkey. Russia will not tolerate intervention, potentially kindling war across Europe if France, England, or both attempt it. Most European powers desire the return of the Bourbon dynasty and would wage war for it. The July Revolution leaders are in discord with Legitimates in northern Europe and England.
