Lisbon Papers.
By the arrivals yesterday, we have Lisbon papers to the 23d February.
By the Ebro, there were other indications, that 60,000 French troops had passed that city--Burgos accounts to the 26th Jan. say, that a Russian and Turkish army had entered Germany, and had required of the Emperor Francis an immediate decision on the part he meant to take in future. We do not find any notice of this event in the London papers to the 27th January, tho' we think the intelligence worthy of credit.
The French were leaving Spain in numbers.
The French were leaving the kingdom of Valencia: and those in La Mancha, after committing the most horrible excesses and executions, were concentrating at Madrid, and it was expected the spring would open with an attack on the French invaders.
The successes of the Russians were loudly celebrated in Spain.
The army composed of the English and Sicilians from Sicily and Spaniards from Minorca, in Valencia, exceeded 50,000 men.
On the 15th Feb. a large body of English cavalry landed at Lisbon.
Sir Henry Wellesley, Ambassador to the Court of Spain, granted Licences under an order in Council, to American vessels in Cadiz to carry home salt, wines, &c.
A part of the German legion, quartered near Cadiz, were under orders for embarkation and it was believed by the American merchants, were destined to North America.
The American privateer sch. Thresher, of Cape-Ann, has arrived in the Bay of Gibraltar, prize to the British frigate Magicianne.
