Alliance for Its OK

PARIS. (A) - The big Western powers laid their long-range summit plans before the smaller members of the North Atlantic Alliance yesterday for endorsement. Moscow already has hinted Soviet Premier Nikita Khrushchev will accept the invitation to a top-level meeting.

"The Soviet government's proposal on a meeting of the leaders of the four great power has found a positive response,"
a Moscow Radio commentator said Monday night.

He added that a meeting of U. S., Soviet, British and French leaders "will help to remove mutual distrust and open the way for a further relaxation of international tensions."

The Western Big Three envision a series of top level East-West talks - provided the first one makes some progress.

The idea is to test Khrushchev's professed desires to end world tensions at the opening meeting proposed for Paris April 27.

Also in the offing are a revival of East-West disarmament negotiations, proposed by the West for March 15 in Geneva, and negotiations to unify the trade policies of the free world to meet the new Soviet economic challenge and at the same time minimize traditional trade rivalries among the Western allies.

President Eisenhower. President De Gaulle of France. Prime Minister MacMillan of Britain, and Chancellor Adenauer of West Germany. worked out this general program in a weekend of intensive consultation in Paris.

Working groups of experts were given the complex task of organizing agreed Western policies in detail.

The Western leaders suggested to the Soviets that the first East-West summit plan to take up such general topics as the problem of Germany -- including Berlin, disarmament and East-West relations.

In delivering the summit invitations, the three Western ambassadors in Moscow told Soviet Foreign Minister Andrei Gromyko the West wants wide-ranging negotiations unhampered by a rigid agenda.
