TUESDAY, SEPTEMBER 12.

From the Boston Palladium, Sept. 5

By the Evelina, which arrived yesterday from Halifax, we received papers to the 5th ult. There had been no recent arrivals at that place from Europe.

Halifax, August 25.

We last evening received American papers from Boston to the 15th inst. inclusive—and from the National Intelligencer of the 11th, we have copied the proclamation and circular letter, issued by the president of the U. S. These proceedings do not indicate any extraordinary warmth or asperity, on the part of the American government; but appear to result merely from the state to which the affairs of G. Britain and America have reverted in consequence of his majesty's ministers having declared the recent proceedings of Mr. Erskine unauthorised.
