Washington, April 12.-When the Navy Department received word to-day that a Spanish fleet, convoying transports with six regiments of soldiers, had passed the Canary Islands, bound southward, there were impatient mutterings and complaining from the officials.
Naval officers want permission to prevent the junction of the Spanish fleets, an object which now seems apparent. It is believed a movement will be made by a portion of the Spanish forces against our Northern coasts as a feint to weaken our fleet in Southern waters and permit the Spaniards to concentrate under the guns of the San Juan fortification in Porto Rico.
Navy strategists are of the opinion that it will be a grave mistake to permit such a consummation of Spanish war plans.
All the navy wants now to prevent this is the word of command.
