From Carthagena.—A passenger in the brig Onslow, at New York from Port-au-Prince, informs the editors of the Journal of Commerce that the British brig Helen McGregor had arrived at Port-au-Prince on the 25th June from Carthagena. The Captain of the H. M. G. stated that he had a conversation with Bolivar's aid-de-camp; that Bolivar was then in Carthagena, and was positively to sail on the 8th inst. in the British packet for Jamaica, under a passport from General Paez. Every thing remained quiet when the Helen McGregor left.
