CHICAGO. July 27.-The ban of secrecy was placed on negotiations conducted by federal mediators in an effort to prevent a great strike that would paralyze the western railroads, and neither the mediators or representatives of the railroads or the employees would give any indication as to how the situation stood this afternoon.

The mediators met the committee of general managers at a protracted forenoon session and conferred with the employees' committee this afternoon.

The fact that negotiations continued today when mediation apparently was hopeless Saturday night, was considered evidence that the managers are disposed to grant some concessions that will lead the employees to accept arbitration by federal mediators.
