From the New York American, October 8.

In a Buenos Ayres paper of the 29th July, we find the following decree of the government of Chili, which we do not remember to have seen any notice of before: and yet, which is so sweeping in its provisions, as to require both notice and remonstrance.

By the 2d article it is ordained, that the fact of Having on board Spanish products, shall be sufficient to produce the confiscation of any vessel! This is indeed very absurd, considering the limited means of Chili to enforce its ordinance: but the pretension should not on that account be permitted to pass without censure.

The wildest enactments of Napoleon in his various anti-commercial decrees, and when he had Europe to back him, did not aim at objects more unjustifiable, with greater contempt for the rights of others, than this decree of the Council of Government of Chili. That Government has yet to learn, that hatred, however just, as none can be more so than that of the South-Americans against Spain, must not be indulged at the expence of other parties, and in defiance of the laws of nations.

Buenos Ayres, 29th July. Mr. Forbes, Agent of the United States, has handed us the following decree, received by him from the Consul of the United States in Chili:

The Council of Government.

Whereas the obstinacy of the Spanish government, in its hostilities against the Republic, and in support of its pretended rights, imperiously requires the adoption of vigorous means to compel the cabinet of Madrid to listen to the voice of justice and self-preservation--have decreed, and do decree.

1. That commodities, of all sorts, belonging to the subjects of Spain, which shall henceforth be introduced into the territories of the Republic, shall be confiscated to the state, whatever be the flag under which they were introduced.

2. Four months after the publication of this decree, all vessels in which Spanish merchandize, of any sort, shall be found, shall be declared good prize by the competent tribunals, and they and their cargoes shall be confiscated!

3. Shall be considered as Spanish property, the produce of the soil, or of the industry of Spain, without exception, that shall be seized in Peru, if amounting in value to $100.

4. In case of doubt respecting the Spanish origin of any effects introduced by sea or by land, it shall be determined by the chief of the custom-house on the spot, assisted by two skilful persons; and in the case of objection, two others shall be named by the minister, whose sworn decision shall be final.

5. The officers of the customs shall be personally responsible for the introduction, under false pretences, of Spanish products.

6. The minister of state is charged with the execution of this decree.
