The Jefferson Administration.
Mr. Randolph has already lifted the BESOM of SCRUTINY in relation to the late administration. He declared that that administration met his cordial approbation in the first part of its existence, and that his opinion of the latter part was no secret. The lean kine of Pharaoh had eaten up the fat-the evil measures of the last four years, with the Embargo in their train, had destroyed the rich harvest of the years which preceded them. Perhaps no administration, at the close of its career, ever left the affairs of a nation in a situation so calamitous and deplorable: It was impossible to conjecture what would have been the result, had we not found a Joseph to relieve us in some measure from the evils of the system. He would give his approbation to measures which he deemed promotive to the public good, come from what quarter they might. He knew no party but his country. He knew but two parties in all governments, the INs and the OUTs. The ins are always the men of prerogative, the outs the supporters of the constitution. We the People are always out and never can be in, as it respects office. He wished, however, to scrutinize the late administration as little as was consistent with duty. Let its errors be forgotten, and its good deeds alone be inscribed upon its monument!
