It is well known that after General Armstrong's return from France, it was announced that disgusted with the present administration, he had retired into private life. it was afterwards given out, but upon what authority, we cannot say, that he had written a philippic against Mr. Madison, which would shake to its centre the popularity of the President. It was indeed still further intimated, that the book was actually printed, and ready for publication, whenever the cipher might think it good policy to send it abroad. If so. it has since been suppressed for reasons which it does not require the aid of witchcraft to divine. We expressly declare. that our object in stating the following facts, is to convince our readers that Mr. Madison is destitute of the firmness and energy of character, essential to the Chief Magistrate of the Republic. We believe what we assert to be true. If it is not so, any contradiction, from any of the parties concerned, if couched in decent terms, will be cheerfully admitted into our columns : for whatever the malice of our foes may devise to the contrary, truth is our guide, and the public good our aim. We assert, then that General Armstrong has been appointed to the office of Brigadier General, upon conditions degrading to the administration, and which alone prove it incompetent to conduct the affairs of the United States.
