PHOENIX, Ariz., Jan. 3. - Hope for immediate commutation of the death sentence of Winnie Ruth Judd faded when the retiring board of pardons indicated it would not act.
The present board members left office midnight Saturday and will be succeeded this week by those of Gov.-Elect B. B. Moore's administration.
"It is possible the new board will take action," he said.
The board of pardons and paroles was requested by the Maricopa county grand jury in its final act before adjourning to immediately commute Mrs. Judd's sentence to life imprisonment.
