WASHINGTON, D. C. — The proposal of a group of white promoters for the development of a Negro colony at Burgaw near Wilmington, N. C., has been denied by the Homestead Bureau acting on the advice of Clark Foreman.
The project brought forward by a prominent North Carolinian, Mr. McRae, really proposed two subsistence projects, one for white people, with another for colored people adjoining it. Already one colony is being carried on in that vicinity. It is a private effort with white inhabitants and was not financed by the government. The proposed settlements would be in addition to the one already functioning, which is said to be very successful.
The Subsistence Homestead Bureau, sent the promoter Mr. McRae, when he called here two weeks ago, to talk with Clark Foreman, advisor on the economic status of Negroes. Questioning brought out the fact, that plans did not include Negroes serving upon the board of directors nor in the direction of the colony. The plans called for houses for whites to cost $3000 while those for Negroes were to cost about $2000. Mr. Foreman advised the promoter that only completely democratic representation in the government of the colony would be satisfactory and that no discrimination in the matter of housing could be tolerated. It is understood that the promoters felt that while their prime interest was in a white colony, that their appeal would be received with more favor if one for Negroes was also included. While Negroes do not live in the present colony at Burgaw, it is said they do the principal work of the community.
