Vienna, Jan. 23.—Up to noon to-day no later accounts from Constantinople have been received through any official channels. Private letters from Semlin are in circulation among the merchants— which already speak of the negociations with Ibrahim for an armistice. Ibrahim, it is stated, has declared himself ready immediately to commence his retreat, and take up a position on the frontiers of Syria, if the Turks would agree to the cession of that province, and his father its unlimited Sovereignty, but till that was done, he could not interrupt his military operations.

Now if it is true, as the letters announce, that notwithstanding this hard and important condition, an armistice really has been concluded, we may take it for granted, that the Sultan, in order to preserve the rest of his empire and maintain the tranquility of the capital, is ready to make any sacrifice, and that a formal treaty of peace with Mehemet Ali is not far distant.

The Sultan, besides must hasten to get rid of Ibrahim Pacha, because in various parts of the Turkish provinces in Europe a spirit of discontent manifests itself which may prove as dangerous to it as the Egyptian army. Attempts at insurrection have already taken place at Bosnia, respecting which there are no particular accounts, but which prove the total absence of troops, and without the assistance of the Servians, it will be difficult to suppress. Prince Milosch continues to be devoted to the Porte, and will remain so as long as it is on good terms with Russia. He possesses sufficient means to put down the "Bosnians and will doubtless be ready to do so. But then he cannot give the Sultan any direct assistance against Ibrahim. It is affirmed that on the first intelligence of the defeat of the Grand Vizier, a corps of 15,000 Servians were placed at the disposal of the Sultan. The disturbances in Bosnia may probably prevent the march of this corps, which the Sultan would willingly order into the capital.' It appears that after the battle of Konish about 30,000 Turkish troops were scattered in Asia Minor, which are now to be collected and posted at Brussa for the defence of the capital.
