MAINE LEGISLATURE.

IN SENATE.
THURSDAY, FEB. 1.

The petition of Joseph R. Lambert and others was read and committed.

Petitions committed in the House and concurred in the Senate—of James Hanscom and others—of Moses Davis Jr.—of Robert Soule and others—of the inhabitants of Phillips—of the Selectmen of Farmington—of the inhabitants of Avon—of the inhabitants of Strong—of John Mallory and others—of the Selectmen of Ringfield—of William Battle and others—of Nathan Hanson and others—of William Titcomb and others—of the Selectmen of Wilton and others—of sundry inhabitants of Wales—of Wm. Anderson and others—and the remonstrance of William Sullivan.

Orders of Notice were reported on the petitions—of the inhabitants of Poland—of John Carson and others—of the first Congregational Society in Union—of Aaron Porter—of David Perham—and of Jeremiah Goodwin.

The petitions of Thomas Lincoln and others, and of Samuel Scammon, were referred to the next Legislature.

On the petition of Warren Rice and others the committee reported, that the request ought in part to be granted, and in part to be refused—accepted and sent down for concurrence.

Arundel, Kennebunk, Enoch Perley and others, Charles Whitman and others, and Zebediah Thayer and others, had leave to bring in bills.

Levi Patterson had leave to withdraw his petition.

Bill for incorporating Penobscot Agricultural Society, passed to be enacted.

A Resolve, directing that a part of certain monies to be paid into the county Treasuries, may hereafter, in certain cases, be paid into the State Treasury, passed to be engrossed, and was sent down for concurrence.

Bills, for setting off a part of the town of Livermore; or providing against Hawkers and Pedlars, and petty chapmen; and for maintenance of illegitimate children, having had two several readings, passed to be engrossed.

FRIDAY, FEB. 2.

Petitions, of Ammi R. Mitchell and others—of Daniel Pierce and others—and the remonstrance of Samuel Veazie and others, were severally read and committed.

Bills, for incorporating Bath Steam Mill Company—for securing to Mechanics and others payment for labour and materials in erecting buildings—for regulating fences and common fields—and for regulating divorces—having had two several readings, passed to be engrossed.

Joseph R. Lambert and others had leave to bring in a bill.

HOUSE OF REPRESENTATIVES.
THURSDAY, Feb. 1.

Petitions of James Hanscom—of town of Orrington and Moses Davis, Jr.—Selectmen of Wales—Selectmen of Wilton—Inhabitants of Wales, and sundry petitions for a new county, to be taken from Kennebec, Oxford and Somerset, were severally committed.

Town of Durham—Moses Sprague and others—Alden Blossom and others; and Levi Patterson and others, had leave to withdraw their petitions.

Orders of Notice was granted on petition of inhabitants of Poland—and John Carson and others.

Joseph Harvey and others had leave to bring in a bill.

Bills, to establish town lines of Unity—in addition to an act incorporating certain persons to build a bridge between Eastport and Perry—passed stages.

Remonstrance of William Sullivan, was committed.

Bills passed to be engrossed—Respecting St. Paul's Church in Portland—to incorporate the Bath Steam Mill company—and for regulating marriages and for the orderly solemnization thereof.

Bills passed to be enacted—to set off part of Hartland to Athens—respecting mortgages and the right in Equity of Redemption—for partition of lands and other Real Estate.

Mr. Mowry of Lubec, was added to the committee on Indian affairs.

A Resolve reported by committee on county estimates for a tax was passed.

Messrs. Irish and Redington were added to committee on State Lands.

An order passed to request the Governor to return the Resolve confirming the treaty with the Penobscot Indians.

The Bill to abolish C. C. C. Pleas, was read a second time, and Wednesday next assigned for the third reading.

A Committee was raised, in conjunction with the Senate, to draft a resolve for paying the Committee on the State Valuation, agreeably to a report of the Committee of Conference.

A Resolve respecting Justices of the Peace came down from the Senate, & was committed to Messrs. Virgin, Wellington and Davis.

The Bill reported by Board of Jurisprudence for the maintenance of Bastard children, was committed to Messrs. Smith, Francis and Nourse.

Ordered, That the committee on the valuation be instructed to enquire what alterations may be equitably made in the valuation of towns whose limits shall have been altered by law, since such valuation has been made—sent up for concurrence.

FRIDAY, FEB. 2.

Bills passed to be engrossed—to establish the Town lines of the town of Unity—to increase the toll of Eastport Bridge—to incorporate Bath Steam Mill Company with amendments—regulating divorces as amended by the Senate—respecting Hawkers and Pedlers.

Bills, respecting Poor Debtors was postponed to Wednesday next—concerning Parishes, till to-morrow and concerning collection and assignment of taxes was recommitted.

Messrs. Sprague of Hallowell, Carpenter of Mexico and Purrington of Harpswell, were appointed a Committee to consider the expediency of providing by law for the safekeeping of Gunpowder in the town of Hallowell.

Committee to whom was referred the resolves respecting the treaty with the Penobscot Indians reported resolves which were passed and sent to the Senate for concurrence.

Leave to withdraw was given to Z. B. Stevens and others.

Order of Notice was granted on Petitions of David Perham, Jeremiah Goodwin, Aaron Porter and 1st Congregational Society in Union.

Leave to bring in Bills was given to Charles Whitman and others—Z. Thayer and others—Warren Rice and others—Enoch Perley and others—and to the towns of Kennebunk and Arundel.

Petitions of Samuel Scammon and Thomas Sinclair and others, were referred to the next Legislature.

Petitions of Benjamin Shaw and others, and to Dorothy White and others, were read and committed.

Bills, securing to Mechanics & others, payment for their labour and materials expended in erecting and repairing Houses and other buildings, with their appurtenances, was committed.

Remonstrance of Samuel Veazie against a petition of Humphrey Purrington and others, was committed.

Passed to be enacted—Bills for the support and regulation of Mills—and to set off a part of the town of Livermore, in the county of Oxford and annex it to the town of Wayne, in the county of Kennebec.

Bill respecting Jurymen, was read a first and second time, and to-morrow assigned for a third reading.

Saturday, February 3.

The journal of the preceding day was read.

Petitions of Inhabitants of S. W. part of Scarboro'—S. E. part of Buxton, and N. W. part of Saco, to be incorporated into a new town—of John Copeland and others, and Remonstrances of towns of Dixfield and Mexico, and Wm. Holley and others, were severally committed.

A Resolve making valid certain doings of the 1st parish of Wiscasset, passed to be engrossed in concurrence with the Senate.

Bill regulating the Selections, the empannel
Calling and the services of grand and petit jurors, was reported with amendments which were adopted, and the bill passed to be engrossed, and sent to the Senate for concurrence.

A bill concerning parishes, was committed to Messrs. Perley, Legrow and Colman.

Messrs. Redington, Hatch of Bowdoinham, and Merrill of Monmouth, were appointed a committee to report in what manner the laws and resolves passed at this session shall be promulgated.

A bill for limitation of real actions, was read a first time, and Wednesday next assigned for a second reading, and 225 copies of a part of the bill ordered to be printed.

Bill directing before whom all judicial and civil officers shall be qualified, was passed to be engrossed, with amendments, and sent to the Senate for concurrence.

Passed to be enacted—Bill to incorporate Bath Steam Mill company.

Bill against hawkers and pedlars and petty chapmen—was reported as duly engrossed and on motion was recommitted to the committee who reported the same.

Mr. Johnson of Belfast had leave of absence one week.

An act, directing the mode of transferring real estates, by deed, and for preventing fraud therein, was read first and second time and Monday, 10 o'clock assigned for a third reading—and committed to the committee on bills in the third reading.

Bill to define the powers, duties and restrictions of insurance companies was committed to the committee on the digested laws, reported by the Board of Jurisprudence.

Messrs. Miller of St. George, Fletcher of Litchfield and Batchelder of Union, were appointed a committee to enquire and report a time, beyond which no petition be presented the present session.

Bill concerning the assessment and collection of taxes was amended and read a third time and ordered to lie on the table.

Bills, to incorporate the Methodist Society in Portland—directing the method of laying out and making provision for repair and amendment of highways, &c.—and regulating the admission of attornies, and authorising particular persons in certain cases to prosecute and defend suits at law, passed stages.

Petition of John May was committed.

Resolve, providing for the payment of the state valuation committee came from the Senate, passed to be engrossed—was read twice, and committed to Messrs. Clark of Limington, Crowell of Waterville, and McIntire of York.

Adjourned to 10 o'clock, Monday morning.
