PENNSYLVANIA.

The message of Governor Shulze to the legislature of Pennsylvania was delivered to both houses, by the Secretary of the Commonwealth, at twelve o'clock on Thursday week. The blessings of liberty and peace which we enjoy; our prosperity and rising greatness; the firm and dignified policy of the general government: the arrival of Gen. La Fayette, and the gratitude shewn, and the still more substantial debt, due to him; a more prompt administration of justice: the evils incident to the facility of obtaining writs of error from the supreme court; the remodeling of the district court of Philadelphia; the appointment of two additional judges in the supreme court; the importance of fostering and promoting internal improvement by means of canals; the state loan obtained from the Bank of Pennsylvania; the essential connection of education with the stability of the republican system of government; the extension of agricultural societies; the adoption of means more effectually to secure the purity of the elective franchise, and the policy of hastening the redemption of the state debt; these are the interesting topics of the message.
