As the President has not authoritatively announced these names, there may yet be some changes. The declination of Senator Allison caused serious complications which gave Gen. Harrison no little trouble. He wanted a Western man for the Treasury, but New York and Wall Street were urgent in their demands for a man from their own section. As a compromise, and evidently at the solicitation of Mr. Blaine, Windom has been selected. It will be remembered that this gentleman was associated with Blaine in the Garfield cabinet and, though nominally a Western man, has since relinquishing his portfolio in 1881 resided in New York where he has large business interests. Four of the names in the list given are men comparatively unknown in the East. Rusk was lately Governor of Wisconsin, and re-elected for a second term. Mr. W. H. H. Miller, the gentleman named for the Department of Justice, is General Harrison's law partner, and though little known in politics, is said to be a man of high legal attainments. Noble was a soldier, and is now a lawyer of some distinction in Missouri, and Thomas has been a member of Congress from Illinois for ten consecutive years. Any one who gives the matter consideration must admit the truth of the conclusion reached by the Philadelphia Times which is as follows:
"Of course, the new Cabinet is a Blaine Cabinet. It could be nothing else with Blaine at the head of it, for Blaine is ever Caesar or nothing. It is not a Cabinet made up of Blaine partisans, but it is all Blaine so far as it is strong politically, and all others in the Cabinet are not experienced or potent factors in national politics. It would probably grieve Harrison to be told that Stephen B. Elkins will make more appointments under Harrison than Harrison will make himself,--and he may never discover the fact, but it will be the truth none the less. Elkins contracted at Chicago for Blaine's right to any position under Harrison, and Blaine and Elkins made Windom Secretary of the Treasury. The President is, as a rule, about the last one to learn the inner movements of his own administration, especially when such men as Blaine and Elkins are closest to the throne, and Harrison will likely fail to understand his Cabinet blunder, until a dissevered party reads its resentments to him in unpalatable election figures."
