Nullification threatened in the West.—A preamble and Resolutions of a Convention of citizens of Belmont County, (Ohio) was presented to the House of Representatives last Wednesday, against "the creation of a National Bank, the distribution of the proceeds of the sales of the public lands, the assumption of State debts, the creation of a National debt, a protective tariff, and internal improvements by the Genl Government, as unconstitutional and inexpedient, and declaring that the passing through Congress of any or all of the foregoing federal measures would make it the right and the duty of the several States to "judge of the mode and measure of redress."

According to the tenor of the above proceedings, Nullification must be getting into fashion in Ohio. These citizens of Belmont County, Ohio, are for a forward movement far in advance of the Repealers. They, the Repealers, go for Nullification by Congress of only one of its own acts, in the nature of a solemn engagement—a contract or agreement to endure for a specified period. These Ohioans go for Nullification of any or all of the acts they enumerate.—They are sweeping Nullifiers, indeed. They have discovered not only that Distribution, and Protective Tariff, and Assumption of State Debts and Internal Improvements, are contrary to the Constitution, but the "creation of a National debt" to be also unconstitutional. What the Constitution expressly permits Congress to do, to wit: "borrow money," these Western Nullifiers have discovered to be unconstitutional!
