New York, June 2, 1865
Editor New York Dispatch—A communication appeared in your last issue over the initials "A. J. P." which you termed a "Growl from the Custom House," which severely animadverted upon the course of Collector Draper in making sundry removals. It is said that the author of the article referred to is Mr. A. J. Plumb, of the Fifth Ward, who was recently removed from office. I will admit that Mr. Plumb is a good Union man and "worker," as well as Mr. Boyd, Messrs Frost, Owens, Bell, Williams, and others. They were removed because they were the partisans of such men as "Hank" Smith, "Shed" Shook, "Joe" Taylor, Owen Brennan, Andrew Bleakley, and others of the Twenty-third street "Ring," who have dispensed power and patronage to the injury of the party. The "Ring" has been broken by Mr Draper and his friends, and henceforth these questionable Republicans will not be able to "sell" nominations and elect Democrats to office.
Mr. Draper has the counties in the interior to back him. and intends to weed out the partisans of the "Ring." and appoint sound men to office.
The question in high political circles is Who shall be Collector? It is understood that the President has been appealed to by the friends of Mr. Draper to retain him in office.
