Boston, August 12.
Communication.—The French affect to be very
anxious that the principle should be established,
that "free ships should make free goods." It is a pity
they should violate a more important existing prin-
ciple, "that a neutral flag should make neutral property."
They wish a friendly flag to be wonderfully
respected at the mast head of a ship, while they
pay no regard to it when on the flag staff of a fort.
These are truly hard times for neutrals, one bel-
ligerent power takes their vessels, and another their
citizens.—Aye,
but the rulers of Hamburg and
Bremen were friendly to the British. Perhaps
this is not true. But if it is—May the British take
neutral vessels whose commanders or owners
are partial to the French.
