On Thursday of last week, Governor Briggs submitted a message in writing to the Senate, informing that body that he had received a printed communication, purporting to be from the Governor of Virginia, forwarding a copy of several resolutions adopted by the Legislature of that State, against abolishing the slave representation in Congress, and returning those which had been adopted by the Massachusetts Legislature on that subject, and also the letter of the Secretary which accompanied them, in a most contemptuous manner. Governor B. expressed the conviction that the Legislature of Massachusetts' would maintain the ground which they have deliberately taken, with that manliness and dignity that become the representatives of an enlightened and independent people.' The message was referred to a special joint committee, who subsequently reported sundry resolutions, (which, with the debate thereon, we shall publish next week,) at once dignified, pertinent and spirited, which were unanimously adopted in both branches of the Legislature, and the Governor requested to communicate copies of them to the Governors of the several States, with the request that they may be laid before their respective legislatures. We are glad to record this instance of self-respect and right action.—Who's here so base, that he would be a bondman?'
