FROM NEW-YORK—FEB. 14, 1790.

We have a packet in from London to-day—All quiet in France, and going on in their National Assembly with great dispatch and harmony.

To-morrow an interesting debate is expected on Mr. Madison's scheme to pay the purchasers of Securities the highest average market price; and those who hold them the remainder.

A plan that will give immortality to peculation; and make sharpers, windlers and tricksters swarm through the land like the locusts of Egypt. Nemo omnibus horis sapit.

Those who have a knack at anticipation, tell us that on the question of assumption of the State debts, the numbers will be—for it 30, against it 29—so close as that—however, the weight of argument will prove the preponderating principle. I think that the fate of the government is suspended on a right decision on this important question.
