Extracts from the Rebel Papers

BOSTON, May 12.

We hear from good Authority, that the Congress has received the following Intelligence—that all the Courts of Europe, excepting Portugal, have by Letters, and personally by their Ambassadors, made Application to Doctor Franklin for Ambassador to be sent from us to their several Courts, promising every Honour to them, as due to Ambassadors of Friends—That Mr. Deane had set out for the Hague, and Mr. Lee for the Court of Madrid—the Congress will appoint the Others—That all the Ports in France were open to our Shipping; and that every one of our armed Vessels, with their Prizes, lay in the Harbours of Brest and Nantes. That Doctor Franklin had purchased a 36 Gun Frigate, and was fitting her out; and that the Bank for the Congress was increased to four Millions.
