Only a complete back-down by the kaiser can prevent hostilities at Kiao Chau.
The ultimatum expires on Sunday.
That Germany will consent to turn her territory over to Japan, or even to China, and to dismantle her warships in the Orient is considered very unlikely. So certain are the Japanese officials that the decision at Berlin will be for war that a fleet is already waiting near the Shantung peninsula for wireless orders.
Troops are also on transports, but the government prohibits any information as to their location or their number.
Japanese officials believe the German warships in the east will attempt to do as much damage as possible to the Japanese fleet at long range while remaining under the protection of the German land forts as much as possible.
Every effort is being made to impress upon the Japanese people the admiration and respect the government has for the United States.
The faction which in the past has bitterly opposed the United States, and demanded that Japan assume an aggressive policy on the California anti-alienland laws, has been completely squelched.
By direct orders of the foreign office, the Japanese newspapers whose policies are dictated by the government give particular prominence to the fact that the United States has been asked to act for Japan in Berlin in the event of hostilities.
Denials from both Premier Okuma and Foreign Minister Kato that Japan has any idea of territorial aggression in Samoa are prominently displayed.
