PARIS, (AP)—Russia's Andrei Y. Vishinsky proposed Saturday the simultaneous prohibition of atomic weapons and international control of atomic energy. This was an attempt to meet western refusals to accept ban on the bombs without controls.
He repeated his previous demands for a world arms conference but suggested the date be July 15, 1952 instead of June 1, 1952.
Earlier the United Nations adopted, over bitter Russian opposition, a plan designed to meet the threat of aggression anywhere in the world through collective action.
The plan would permit the United Nations to call on regional security forces, to meet aggression anywhere.
