LONDON, January 17.

There is perhaps no phrase of more important use in the transactions of life, than that of "not deferring till to morrow, what you can conveniently perform to day." and which seems more particularly appropriated to their fluctuating and passive chances who exercise their business on the sea. This is almost daily exemplified in the case of passengers being left behind, of transactions being postponed on supposition of the winds continuing, and other manifold excuses. There is now an instance of two Portuguese vessels that lately loaded in the river Thames for Lisbon, the one getting under sail but a few hours before the other, made her voyage, discharged her cargo, reloaded and is now in the river again, whilst the other has remained wind bound at Plymouth ever since.
