Capetown, Africa, May 26 Two more instances of Soviet "enterprise" in Africa are being weighed carefully by Western diplomats in this continent.

The first is the Soviet Union's bid for membership in the projected United Nations Economic Commission for Africa.

The second is Moscow Radio's reported announcement that it is beaming a new daily radio service at Africa in English and French, to be followed by broadcasts in several languages.
