Mr. Finley, of Florida, will get into the House about the time Congress adjourns. By the slow methods now practised a contestant is by no means certain that the seat he claims will be awarded to any one during the term. This system works a gross injustice, not only to the contestant, but to his constituents. The case of Finley is in point. Here, on the eve of adjournment, the committee having the matter in charge bring in a report that Bisbee, the sitting member, has no right to the seat he has occupied for nearly the full term, and during his continuance in which he has managed to misrepresent utterly the majority in his district. A little less haste in some things and a little more in others would be a commendable change in the workings of congressional committees.
