The intelligent and enterprising news reporter who supplies the world with information concerning the sayings and doings which take place at and about the Modoc camp, has been good enough to transmit this bit of special news:

The following is an extract from Special Field Orders No. 1: "Should any of the officers named in the detail be unable to attend, the commission will nevertheless proceed to and continue the business before it: provided, the number present be not less than the minimum prescribed by law. J. C. Davis, Brevet Major General."

This is only worth republication here in order to make an opening for the remark that so far from this being an unusual feature of orders convening Courts Martial, it is always a part of the stereotyped formula which characterize such orders, and as such, is employed to cover any irregularities or informalities which might otherwise be considered flaws in the constitution of the Court whose sitting was so ordered.
