Mr. HOWE offered a resolution, that the Committee on Judiciary consider the provisions of the joint resolutions of July, 1862, which provide for the sale of real estate. The resolution was adopted.

The bill making appropriations for the post-office department for the fiscal year, was referred to the Finance Committee.

Mr. HOWE offered a resolution, that the President be requested to call out a million of volunteers for ninety days, to carry freedom to every captive in the rebel prisons, and that General Grant be requested to take command of such troops. Referred to the Military Committee, and ordered to be printed.

The bill for continuing the bounty to volunteers was taken up, and on motion of Mr. FESSENDEN, referred to the Committee on Finance, with the understanding that it should be early reported back. The President's Message on the same subject was referred to the same committee.

The motion to take up the bill enrolling the national forces being in order, the Senate proceeded to act on the amendments of the Military Committee, which were all adopted save Section 2d, repealing the 300 commutation clause, which will be considered hereafter.
