Is it not strange that Mr. Bullock should ask to be elected to the Senate, when, it is said, he contended last winter, that he was constitutionally lieutenant governor, for the term of Mr. Madison's election, and by the same rule by which he makes Mr. Slaughter governor for that period ? The rule works to that result; but perhaps it did not then suit Mr. Pope to make Mr. Bullock lieutenant governor, for fear of the election of another Senator from Fayette. Thus it is, that these state government men, at the will of Secretary Pope, make principle yield to their views. What is constitutional at one time is not so at another, just as it happens to suit them.
