REVIEWS BRAZILIAN TROOPS.
Secretary of State Honored Guest at Rio de Janeiro.

RIO DE JANEIRO, Aug. 2.--Secretary Root from the palace steps reviewed 2,000 men of the garrison of Rio de Janeiro, followed by 5,000 police, cavalry and marines, who defiled down Central avenue.

It was the most impressive scene of the festivities here in honor of the international American congress and was witnessed by a very large crowd of people.

Secretary Root was the guest of Dr. Muller, the minister of public works, on an ascension of Mount Corcovado, which rises 2,000 feet above the sea.

Tea was served on the mountain top.

Mr. Root will attend the banquet in honor of the president of the pan-American congress, Senor Nabuco, this evening.
