without parallel, even in France. Of all the atrocities charged to the government of France, none has been held in greater abhorrence than the system of organized falsehood, under which it has been administered since the accession of the present despot. Let the people of the United States peruse with attention the proceedings of the senate of the U. States, let them reflect on the relation in which Mr. Russell stood in Bassano's Correspondence and Mr. Webster's resolutions--and, however it may shock the feelings of every honest and intelligent citizen, he cannot fail correctly to appreciate Mr. Madison's motives in nominating Jonathan Russell to a mission, which would have placed him beyond the reach of interrogatory, and rewarded his past services. Let it be noticed, and let it be impressed on every man's mind, that the Secretary Monroe informed the committee of the Senate that there was no official denial or admission of Mr. Jonathan Russell, that the allegation of the Duke of Bassano to Mr. Barlow was true; but that (the Secretary) had a private letter from Mr. Russell subsequent to the allegation of the Duke of Bassano, in which he understood that allegation to be unequivocally denied. And yet this identical James Monroe, secretary of state, did, in his report in answer to Mr. Webster's resolutions, introduce two official denials by Mr. Jonathan Russell, marked D and E. the one addressed to Mr. Barlow bearing date 29th May, 1812; and the other to Mr. Monroe, bearing date 30th May, 1812. Hence it is evident, that either the information, given to the committee of the Senate, that there was no official admission or denial by Mr. Russell, was false--or the two official denials marked D. and E. and transmitted by Mr. Monroe to the House of Representatives, WERE NOT IN EXISTENCE, When Mr. Monroe gave his information to the committee of the Senate. Mr. Monroe may explain as he pleases; the dilemma of falsehood is fixed.
