Monday, October 5.
Mr. Troup, from the committee on military affairs, presented a report expressing the thanks of Congress for the valor exhibited by Gen. Brown and his army during the present campaign. This resolution also requests the President to cause emblematical gold medals to be struck and presented to Maj. Gen. Brown, and Brig. Gens. Scott and Gaines, and Gen. Macomb.
Mr. Fisk of Vermont, wished the resolution to lie on the table. There were some other names (Generals) which he thought might be added to the resolution,—Porter, Ripley, &c.
Mr. Troup said the committee had not been unmindful of the services of the generals mentioned, but had thought this was not a proper time to mention all the characters deserving of notice.
Mr. Fisk observed that he meant no disrespect to the brave persons mentioned in the resolution. in moving that it be referred to a committee of the whole and made the order of the day for to-morrow,—This motion was agreed to.
Mr. Fisk of N. York, from the committee appointed to enquire into the expediency of a temporary removal of the seat of government, made a report, concluding with the following resolution:
Resolved, That it is inexpedient at this time to remove the seat of government from the City of Washington.
Mr. Fisk moved to strike out the word "inexpedient," and substitute in its place the word "expedient," so as, in fact, to reject the report of the committee of which he himself was chairman.
Some conversation took place as to the state of preparation for the defence of the City, which it would not be proper, perhaps, to detail.
The question was then taken, by ayes and noes, on Mr. Fisk's motion to amend the resolution, and the motion was agreed to—Ayes 68—Noes 68, the speaker giving his casting vote in the affirmative.
Mr. Lewis moved that the resolution, as thus amended, be referred to a committee of the whole and made the order of the day for Wednesday
Mr. Burwell moved to recommit the resolution to the select committee which made it for the purpose of bringing in a bill.
The resolution was ultimately, on motion of Mr. Fisk of N. York, referred to a committee of the whole house, and made the order of the day for to-morrow. It is doubtful, however, whether the measure will pass finally.
Mr. Desha offered a resolution directing the military committee to enquire into the expediency of paying for horses lost by militia in the service of the U. States
This resolution was rejected.
Mr. offered a resolution, directing the committee of claims to enquire into the expediency of making compensation to the widows and orphans of militia officers and soldiers slain in the service of the U. States, by bounties of land or otherwise.
On motion of Mr. Desha, the resolution was amended so as to include the widows and orphans of those who might die in the service of the U. S.
This resolution was agreed to, after being modified, so as to refer it to the committee of military affairs, instead of the committee of claims.
