NEW YORK, Nov. 15.—In an interview given to the Associated Press tonight Arthur Pollen, the noted British war expert, declares that Germany's submarine campaign has broken down completely. "The backbone of Germany's U-boat war has been broken, and there is no longer the slightest danger from this source. The events of the past three weeks prove this conclusively. Hundreds of ships have been able to cross the barred zones in perfect safety and the shipment of supplies to England is now a comparatively simple matter," he said.
"The final meaning of this is that a perfectly safe system of transportation is at last guaranteed for American troops and munitions to France. There is now nothing to stop them."
He states that the result has been brought about by the energetic campaign which has been waged by the allied destroyer fleets, which have scoured the seas so thoroughly that it has become unsafe for the U-boats to operate in their vicinity.
"With the assurance of America's being able to land unlimited quantities of supplies and all the troops which she can raise and equip, the defeat of Germany is made absolutely certain."
He declares that the decision of Russia can have no weight in the final outcome of the war now that America can have a free hand without being hampered by the submarines. "The issue is sure to be settled on the western front and with the great help which American armies and munitions will bring to this field, there is no longer any question as to Germany's military defeat."
He states that the small losses of the past three weeks are not the results of freakish weather conditions, nor to any luck on the part of the allies, but is the result of a carefully prepared campaign against the submarine, and that this is proven by the losses of each week being less than the preceding one.
