Petersburg, Dec. 15. The Ministers of some Foreign Powers still take a great deal of Pains to engage this Court to enter into a Negotiation with the Porte, under the Mediation of their Principals; to that End, they have made several Proposals; but the Empress insists, that the Grand Signior shall first send his Plenipotentiaries to the Frontiers, in case the Emperor is dispos'd to send any from himself for beginning the Negotiations. Advices from Turkey say, that the Conclusion of the Peace there with Persia has very much settled the Minds of the People; but that nevertheless, there was still a great Disunion among the Ministers of the Divan.
