an association was formed in that county for the purpose of detecting horse thieves, and twenty townships are now connected with the society, in each of which are active and vigilant Lieutenants, with committees of vigilance ready to pursue any offender at a moment's warning. A late report of the Secretary of the Association says, 'no doubt can exist that in three hours every Lieutenant in the county can be bro't into action with his committee, and although they cannot prevent theft, they would render escape impossible.' A few years ago, Portage was notorious as the rendezvous of a gang of villains, to whose depredations the whole Lake country could bear witness. But the very existence of the Association has thrown a protective shield around the property of its members, for the report of the Secretary mentions that "the Association has now been in operation almost two years and a half, and during that time, not a horse has been stolen
