Washington, June 3—INS—Like the languishing Army Navy pay increase bill, the allowance-allotment measure to provide support for soldiers' and sailors' dependents appeared headed for a conference deadlock as it came up for a House vote today.
Two hours of general debate were scheduled on the allowance bill. Members of the House Military Affairs Committee obtained a rule, insisting on House action on their bill despite the existence of a family allowance measure in the Senate.
It is the wide divergence between the two proposals—the Senate bill providing more liberal payments and revision of the draft act which threatens speedy enactment of any family support legislation.
Conversely it was House liberality in terms of a $50 instead of a $21 a month base pay, which sent the Army Navy pay increase bill back to conference committee last week. The committee is not expected to meet before tomorrow.
