The accounts from North Carolina of combinations among the negroes, to take vengeance upon the whites, agree with the expectations we are to have from the African slavery. In colonies in which an absolute government is felt, even by the masters, in compensation for which they have a sovereignty upon their plantations, by a prohibition of all intercourse but at their pleasure, slaves can be maintained. But in a country in which the meanest white claims his liberty from his complexion, and enjoys it without control, it cannot be supposed that slavery ever can be encouraged with safety to those who profit from it. The extent of the negro combination is not known. From the history of their insurrection its extent is not probably great. They act by sympathy, without system, and without caution. The greatest danger is from their number, not their plans; from their violence, and instant fury, not their comprehensive designs.
