Translation of an extract of a letter of the Viscount de Damas, Governor General of the French Windward Islands, dated May 26, 1783, to his Excellency General Shirley, received June 1, 1783.
I have the honor of communicating to your Excellency the orders I have received from my Court, to admit to the islands of St. Vincent, Grenada, St. Christopher, Nevis, Montserrat and Dominica, any vessels that may be cleared out from England, or any port whatsoever, by English merchants: and as for the island of Tobago, any number of vessels, whose joint tonnage does not exceed 3500, are permitted to trade thither for the course of this year only, with this proviso, that the above-mentioned vessels be subject to the same duties in those islands, as neutral ones were during the war.
