The English November Packet is arrived at New-York, and brings an account of the City of Brussels (in Austria) having capitulated to the French. Further accounts state, That the Emperor of Germany and the Empress of Russia had formed a plan to divide Prussia between them—that citizen Dumourier had intercepted a packet which contained the articles—that he (Dumourier) sent a copy to the King of Prussia—that an interview had taken place between Dumourier and the King of Prussia—that the King was perfectly convinced of the reality of the agreement, as he was personally acquainted with their hand-writing.
It is conjectured that the consequence of the above, will be, a quadruple alliance between France, Prussia, England and Holland.
