Will There be A Draft Here?—Most assuredly there will, unless the soldiers necessary are obtained by volunteering, and they will not thus be obtained without exertions on the part of citizens as well as recruiting officers. A general order has been issued for a draft for 200,000 men to come off on the 15th of April. Whether a draft will be made in this State on that day or not remains to be seen. However, those who wish to avoid the risks of a draft can best do so by helping in recruiting. Up to the 1st of April the National Government pays a bounty of $300 to each recruit, and California gives all her volunteers $5 per month—thus giving the soldier for three years' service $480 in addition to his regular pay. Any citizen taking an acceptable raw recruit to a recruiting office will receive ten dollars, and for a recruit who has seen service, fifteen dollars.
