We are not easily cast down, and therefore bid our friends to look up with confidence for better times. The sale of the Rail Road will introduce new capital and energy among us, the vein of trade which is now closed by the stoppage of that channel of commerce with North Carolina, south, will be re-opened, and a steady and increasing prosperity will come upon us. Let all our citizens then be ready to take part in and profit by "the better times coming." Let them no longer despond, and go croaking about our streets, that we are irretrievably ruined. It is not true—we only want to rouse their dormant energies, and Portsmouth and Norfolk will shortly exhibit the steady and joyous hum of business.
