Blaine's Treaty With Brazil Will Probably be Rejected
New York, April 8—The World has the following cablegram from Rio de Janeiro:
On the 17th of February last your correspondent cabled from Bahia the fact that Secretary Blaine's reciprocity treaty with Brazil was not likely to be ratified, and that no binding action could be taken by the Brazilian government until the constitution was adopted, when it was safe to predict that the proposed treaty would be rejected. It was stated at the time that the mercantile community, consisting principally of English houses, would oppose the treaty to their utmost in spite of the anxiety of President Da Fonseca and his advisers to see trade relations between Brazil and the United States fostered and developed.
What was foreshadowed in the former announcement now bids fair to be realized. The constitution has been adopted, and President Da Fonseca has been sworn in as the chief magistrate of the united states of Brazil. While the foreign mercantile community is still unrelenting in its opposition to the ratification of Blaine's treaty, it is deemed beyond doubt that unless President Da Fonseca forbids the Brazilian congress to take any action in the matter, the rejection of the treaty is inevitable. President Da Fonseca continues to be animated with the most friendly sentiments toward the United States and ardently supports the treaty, but Brazil as a government is not acting in fair spirit regarding those provisions of the treaty which remove the duty on wheat, coal and agricultural implements, as it is levying a port charge of 5 per cent on these imports. This is a fraud and contrary to the terms of the treaty.
