The legislature of that commonwealth, in conformity to the recommendations of the governor; by speech and messages, have declared—'That a horrid and unnatural REBELLION and WAR has been openly and traitorously raised and levied against the commonwealth, and is still continued and now exists within the same.' A reward of ONE HUNDRED and FIFTY pounds, lawful money, is offered by government for the infamous SHAYS's head, and ONE HUNDRED pounds for each of the other insurgent ring-leaders.
The Eastern papers, received by last evening's Mail, are crowded with satires, bombast, serious reflections, particular narratives, &c. &c. at the expense of the insurgents. All accounts agree in this important point, that SHAYS, with the greater part of his leading men, are FLED—perhaps, say they, to the protection of Sir GUY! The Mass. Gaz. of the 13th, says,—Gen. Lincoln, with his troops, were in Northampton on the 8th: no doubt that the suppression of the rebellion is nearly or quite completed.
The Providence Gazette of the 10th instant says;—A person who arrived in town yesterday from Vermont informs, that Captain Shays, with about 200 of the Insurgents, arrived in that state on Tuesday last, on their way to Canada.
