Victoria, B. C., July 8.—The British gunboat Wrangler, a tugship of the North Pacific squadron, with Rear Admiral Heneage aboard, arrived here yesterday. The admiral was interviewed in regard to the suggested movement of warships to protect Canadian vessels in Behring Sea. The admiral has not yet had an opportunity to complete the perusal of the mass of correspondence that awaited him here, but it is stated emphatically that he has as yet received no instructions to send any of the fleet to the north to protect British vessels from seizure by American cutters, or retake any that fight to seize in the Behring Sea. He considered the matter, principally from what he read of it in the press, was purely one for diplomatic negotiations. He had yet to learn what new phase had presented itself that would suggest the possibility of warships being required to take a hand in adjustment of the difficulty.
