What is this article about?

Letter from Lisbon dated March 2 reports Definitive Treaty signed in Paris on February 10, with swift ratifications anticipated to establish peace. Surprisingly, no news from Spain; Cadiz letters of February 18 indicate Madrid's orders barring English vessels and British goods until treaty fulfillment, likely including Havana's delivery and retention of frontier conquests.

Merged-components note: Merged the shipping arrival report with the quoted letter from Lisbon, as the letter provides the main foreign news content about European treaty affairs.

Friday last Capt. Tucker arrived at Marblehead from Lisbon in 38 Days, by whom a Gentleman in his Letter of the 2d March, writes as follows, viz.

By an Express arrived from Paris, we learn, that the Definitive Treaty was signed there the 10th of February: it is therefore tho't there can be no great Delay in the Ratification from the several Courts, and in making the Exchange to establish the Peace firmly : Tho' Affairs Seem to be so far advanc'd; still to our great Surprize, no Post comes in from Spain ; and what is more extraordinary, by Letters from Cadiz under the 18th past, there is Advice that the Court of Madrid had sent down fresh Orders to admit no English Vessels to be enter'd at their Custom Houses, nor even to give any Dispatch to any Kind of British Commodities, tho' by neutral Bottoms : This wears an Odd Appearance, and induces us to think, they are resolved to open no Commerce with us, till all the Articles of the Treaty are executed, and probably not until the Havannah is delivered up'; until which Time it is supposed they will keep Possession of the fortified Towns, which they have conquered on the Frontiers.
